Which office or source decides which issue
A mobile home removal touches several separate authorities, and no single office answers every question. Permit issuance for a demolition or removal is decided by the local construction-services or code-enforcement office with authority over the parcel. Disposal charges are set by the receiving facility. Underground-utility notice is handled through the state notification center. Ownership, title, and tax questions run through the state titling agency and the county assessor and auditor. Definitions
Derelict mobile home
South Carolina Code §6-1-150 defines a derelict mobile home as a mobile home that: (1) is not occupied and has not been occupied for a period of at least six months, is in a state of disrepair, and is not being actively rehabilitated or repaired; or (2) has been unoccupied for at least one year regardless of its state of repair. The two-part definition establishes different qualifying conditions; a local government’s written determination under the applicable path is part of the removal-and-destruction process.
De-titling
The SCDMV process that retires a mobile-home title after the required county land-record document, title, lien release if applicable, tax proof, and fee are submitted.
Manufactured Home Severance Affidavit
The document used when a title-retired home is separated from real property so it can be moved.
Regulated facility
Under SCDES renovation and demolition guidance, a regulated facility is generally any building, structure, or installation other than a private residence containing four or fewer units (subject to the listed exceptions). A regulated facility must file an SCDES ePermitting application at least 10 working days before demolition even when an inspection finds no asbestos. The facility owner and demolition contractor are responsible for ensuring compliance; contact SCDES for project-specific classification guidance.

Construction and demolition debris
Material generated by construction or demolition; open dumping is prohibited and using it as fill on personal property can require a permit.
Special waste
A material class the HCSWA lists separately on its tipping-fee schedule at its own per-ton rate.
Contaminated load
HCSWA’s current tipping-fee schedule lists a $150 per-load contamination fee and notes a sliding scale for additional offenses. The schedule does not define every condition that triggers the fee; confirm acceptance and sorting requirements with HCSWA before delivery.
Prohibited load
HCSWA’s current schedule lists a $100 per-ton prohibited-load fee and notes a sliding scale for additional offenses. Confirm prohibited materials and load-acceptance rules directly with HCSWA before delivery.
